Bill was born on September 19, 1956 in Peoria, Illinois. He was adopted when 18 months old and his parents (Frank and Ruth Venneman, both deceased) moved him to Las Vegas, Nevada, a dry climate for his asthma.
He graduated from Las Vegas High School in 1975. In 1985, he graduated from the University of Utah with Bachelor’s in Psychology. In 1990, he earned an elementary education certificate from BYU. He was in the U.S. Army for 35 years and retired in 2010 as a Command Sergeant Major. He also retired from Nevada Dept. of Corrections in 2016 after 17 years of service. He was married to Carol Kay Bentley in the St. George Temple on September 5, 1981. He served with Carol on a Senior Mission for The Church of Jesus Christ of Latter-day Saints in the Tennessee Nashville Mission in 2018. They served soldiers at Fort Campbell, Kentucky.
He is survived by his wife Carol; and their 2 daughters, Trisha and Jamie; sons-in-law Russell and Douglas; and 5 grandsons, Wesley, Zeekial, Ryker, Tiberius and Ylias; brother Mark Powers (Carol); and sisters Ann Danner, Diane Powers, Cheryl Beach (C.J.) and Mary Green.
